Public Records Act (PRA) Requests

The Public Records Act is designed to give the public access to information in possession of public agencies. "Public records are open to inspection at all times during the office hours of the...agency and every person has a right to inspect any public record, except as...provided, [and to receive] and exact copy" of an identifiable record unless impracticable. Specific exceptions to disclosure are listed in Government Code sections 6253.2, 6253.5, 6253.6, 6254.1-6254.22, 6255, 6267, 6268, 6276.02-6276.48.

The District’s policy and procedures for PRA Requests are outlined in BUL-3851, "California Public Records Act (“PRA”) Requests."

FERPA and Privacy Protection

In accordance with California Government Code section 7927.700 and the Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. §1232g; 34 CFR Part 99), certain information in records may be redacted to protect personal privacy. This ensures that personally identifiable student information is not disclosed, preventing direct or indirect identification of a student through linkages, and safeguarding their privacy. This redaction process complies with FERPA and other applicable privacy laws. For further details, please refer to the California Public Records Act.

Cybersecurity and Information Protection

Information security records are protected under California Government Code section 7929.210 to prevent the disclosure of sensitive data that could expose vulnerabilities in public agencies' IT systems. By safeguarding such records, this exemption helps mitigate the risk of cyberattacks, ensuring the security of critical infrastructure and maintaining the safety of public information systems.

Employee Privacy and Contact Information Protection

In accordance with California Government Code Sections 7927.700 and 7922.000, requests for the release of email addresses and other contact information of LAUSD employees are denied. This is to protect the privacy of District employees and to prevent unwanted solicitation, harassment, and potential security risks. The release of such personal contact details could undermine employees' ability to perform their jobs effectively and may compromise their safety, especially for those who may have been victims of violent crimes.
